In 1917, American health officials launched a campaign to use noxious, often toxic chemicals to delouse immigrants seeking to enter at the US-Mexico border.
The same practice had caused a fire in an El Paso jail the year before and killed 27 people.

17-year-old Juárez maid Carmelita Torres refused to go through it, sparking a protest of thousands of Mexicans at the El Paso border. Although they briefly shut down the border, the campaign would continue for decades -- and go on to inspire Nazi scientists.

HEDEN - Judges rule

Donald Trump CANNOT use $2.5 billion in military cash to build his border wall - days after he signed a new section

- Appeals judges on the 9th Circuit rule 2-1 that cash allocated to the military by Congress cannot be diverted to building Trump's border wall
- They agreed with a coalition of border states and environmental groups that contended the money transfer was unlawful
- They also ruled and that building the wall would pose environmental threats
- Last July, the Supreme Court allowed the $2.5 billion to be spent while the litigation continued, blunting the impact of the latest appeals court action
- The administration has already awarded much of the money, including a $1.3-billion job in Arizona that was announced last month
- Trump visited Yuma, Arizona,to mark completion of the 200th mile of border wall
- Much of it was built with the transferred military funds that the 9th Circuit panel found illegal
