Italy probes 'parallel police'

Italian police have launched a big inquiry into a "parallel" intelligence agency, say Italian news reports.

The Department of Anti-terrorism Strategic Studies (DSSA) was reportedly created after the 2004 Madrid bombings to combat Islamic extremism.

Genoa-based investigators carrying out a probe into the DSSA have arrested two people and placed more than two dozen others under investigation.

Anti-terror squads have also carried out raids in nine Italian regions.

'Regular employees'

Many of those under investigation are said to be employed by regular law-enforcement bodies. Prosecutors believe that DSSA "employees" were sometimes using official police badges and other equipment to carry out their own investigations.

The alleged parallel force is also accused of illegally using the Interior Ministry database for its own purposes.

The DSSA operated its own website, which was disabled after the arrests were reported on Friday morning.

Reports say the site was available in four languages - Italian, English, French and Spanish - and profiled terror organisations as well as urging the public to come forward with information.

Kidnap inquiry

Italian state radio Rai later reported that the two arrested men may have had links with Gladio, the Italian branch of a secret paramilitary network set up in post-war Europe with the backing of the CIA.

There are also reports of a possible connection with a far-right political group.

The investigation that uncovered the alleged parallel structure is an offspring of a previous inquiry into the death of Fabrizio Quattrocchi, one of four Italians kidnapped in Iraq in April 2004.

Mr Quattrocchi was shot dead by the abductors, while his colleagues were eventually released.

RESOLUTION on the GLADIO affair

A. having regard to the revelation by several European governments of the existence for 40 years of a clandestine parallel intelligence and armed operations organization in several Member States of the Community,

B. whereas for over 40 years this organization has escaped all democratic controls and has been run by the secret services of the states concerned in collaboration with NATO,

C. fearing the danger that such clandestine network may have interfered illegally in the internal political affairs of Member States or may still do so,

D. whereas in certain Member States military secret services (or uncontrolled branches thereof) were involved in serious cases of terrorism and crime as evidenced by, various judicial inquiries,

E. whereas these organizations operated and continue to operate completely outside the. law since they are not subject to any parliamentary control and frequently those holding the highest government and constitutional posts are kept in the dark as to these matters,

F. whereas the various `GLADIO' organizations have at their disposal independent arsenals and military resources which give them an unknown strike potential, thereby jeopardizing the democratic structures of the countries in which they are operating or have been operating,

G. greatly concerned at the existence of decision-making and operational bodies which are not subject to any form of democratic control and are of a completely clandestine nature at a time when greater Community cooperation in the field of security is a constant subject of discussion,

1. Condemns the clandestine creation of manipulative and operational networks and Calls for a full investigation into the nature, structure, aims and all other aspects of these clandestine organizations or any splinter groups, their use for illegal interference in the internal political affairs of the countries concerned, the problem of terrorism in Europe and the possible collusion of the secret services of Member States or third countries;

2 . Protests vigorously at the assumption by certain US military
personnel at SHAPE and in NATO of the right to encourage the
establishment in Europe of a clandestine intelligence and operation
network;

3. Calls on the governments of the Member States to dismantle all
clandestine military and paramilitary networks;

4. Calls on the judiciaries of the countries in which the presence of such military organizations has been ascertained to elucidate fully their composition and modus operandi and to clarify any action they may have taken to destabilize the democratic structures of the Member States;

5. Requests all the Member States to take the necessary measures, if necessary by establishing parliamentary committees of inquiry, to draw up a complete list of organizations active in this field, and at the same time to monitor their links with the respective state intelligence services and their links, if any, with terrorist action groups and/or other illegal practices;

6. Calls on the Council of Ministers to provide full information on
the activities of these secret intelligence and operational services;

7. Calls on its competent committee to consider holding a hearing in order to clarify the role and impact of the 'GLADIO' organization and any similar bodies;

8. Instructs its President to forward this resolution to the Commission, the Council, the Secretary-General of NATO, the governments of the Member States.and the United States Government.

Berlusconi's Media Imperium: Opgezet door P2-loge

Berlusconi's politieke loopbaan is verbonden met de in 1981 ontdekte putsch-loge Propagana due (P2). Het doel van de P2 was het om de constitutionele orde met een 'koude' of 'witte' - colpo bianco - staatsgreep uit te schakelen en een dictatoriaal regime van fascistische snit te installeren. De geheime organisatie werd opgezet door grootindustrieel Licio Gelli in de begin van de jaren zeventig in samenwerking met de CIA en de ondergrondse Navo-organisatie Gladio. Gelli was een fascist van de oude stempel. Hij was al betrokken bij de Republiek van Salo van Mussolini. De gevonden, onvolledige ledenlijst van P2 bevat 47 industriëlen, 119 bankiers en andere topfiguren uit de financiële wereld, 43 generaals, waaronder de volledige top van de geheime diensten uit de naoorlogse periode en de complete generale staf van het leger, topambtenaren uit justitiële hoek, en topjournalisten.

In de P2, die de toenmalige president Sandro Pertini een 'criminele vereniging' noemde, had Berlusconi een toppositie. Over zijn rol hebben twee gerenommeerde journalisten, Giovanni Ruggeri en Mario Guarino, een boek geschreven - 'Berlusconi, Showmaster der Macht' (Berlijn, 1994). Zij toonden aan dat Berlusconi geenszins van 'bordenwasser' opklom tot multi-miljonair. De loge-leden speelden veeleer de beslissende rol voor zijn ondernemerscarrière, voorop de bankiers van de P2. Ze verleenden hem "steun en kapitaal, die veel verder gingen dan iedere kredietwaardigheid". Aanvankelijk ontkende Berlusconi zijn P2-lidmaatschap, daarna bagatelliseerde hij zijn P2-tijd als een onschuldige periode. Uiteindelijk probeerde hij de distributie van het boek te voorkomen. Hij bood de auteurs zelfs een blanco cheque aan. Toen zij dit voorstel afwezen, klaagde Berlusconi hen aan. Hij verloor in drie instanties en werd wegens het afleggen van een valse verklaring veroordeeld.

Media-imperium

Het was ook de P2 die Berlusconi's ontwikkeling in de richting van de massamedia, waarin Gelli de ware macht voorhanden zag voor het verwezenlijken van de omverwerpingsstrategie, stimuleerde. Deze strategie werd misleidend 'Plan voor een democratische wedergeboorte' genoemd. Berlusconi stapte op grootschalige wijze de tv-'bizniz' in. Met geld van de P2 maakte hij van het kleine Telemilano de landelijke zender Canale 5. Vervolgens kocht hij zijn grootste concurrenten Rete Quatro en Italia 1.

Vandaag de dag bezit Berlusconi het televisiemonopolie en zijn zijn zenders ten opzichte van de staatszenders op doorslaggevende terreinen superieur. Daarna kwamen bij zijn media-imperium circa 40" van de Italiaanse persproducten, waaronder de Montadori-groep, dat na Bertelsmann het grootste Europese media-holding is, en de invloedrijke uitgever Rizzoli; verder Cinema 5, de grootste videotheek-keten van het land, muziek- en videoproductiemaatschappijen en het reclamebedrijf Pubitalia. Berlusconi werd eigenaar en voorzitter van de voetbalclub AC Milan, organisator van de Giro d'Italia, bestuurder van rugby-, hockey- en volleybalteams en met 80" aandelen beschermheer van het Milanese Teatro Manzoni. Dit in de Finivest holding samengevoegde imperium, waartoe ook nog het onroerend goedconcern Edilnord en de financieringsmaatschappij Mediolanum behoren, heeft een waarde van bijna 70 miljard gulden.

De drie bekendste personen van de P2-loge waren Gelli, Berlusconi en de socialistische leider Bettino Craxi.

"De regie van de P2, die de loge achter de bühne voert, wordt met name duidelijk door de immense geldbedragen, die de P2-bankier Roberto Calvi (4) de partij toebedeelt, maar ook door het bestaan van Zwitserse bankrekeningen, waarop door corruptie verkregen geld staat", schrijven Ruggeri en Guarino. Met zijn media-imperium zette Berlusconi na de verkiezingen van 1983 de benoeming van Craxi tot premier door, hoewel de Socialistische Partij (PSI) met 11,4" stemmen derde eindigde bij de verkiezingen. Eén van de eerste dingen die Craxi deed was het afwijzen van de roep naar een wettelijke beperking van Berlusconi's televisiemonopolie. Craxi garandeerde het voortbestaan van dit monopolie met het afkondigen van een regeringsdecreet. Voor zijn ondernemersvriendelijke regeringsperiode (tot 1987) werd het begrip 'socialisme à la Berlusconi' geformuleerd. Dieptepunt bij het verminderen van de sociale voorzieningen was de opheffing van de Scala Mobile, de glijdende loonschaal, waarmee lonen automatisch moesten worden aangepast aan het inflatieniveau.

Na het uitbreken van ongehoorde corruptieschandalen stortte na het begin van de negentiger jaren het traditionele, door de Democrazia Cristiana (DC) en de met haar verbonden socialisten aangevoerde, partijensysteem ineen. Het onderzoek van de Milanese openbare aanklagers betrof ongeveer 6000 politici, waaronder eenderde van de 945 senatoren en parlementariërs. Begin 1993 zaten 1356 staats- en partijfunctionarissen vast.

Craxi werd in diverse rechtszaken tot totaal 26 jaar gevangenisstraf veroordeeld. Hij vluchtte naar Tunis, waar hij in januari 2000 stierf.

Propaganda Due

P2 is the common name for the Italian Freemasonic lodge Propaganda Due (Italian: Propaganda Two). P2 came to public light with Michele Sindona's inculpation and the Banco Ambrosiano scandal, in which the Vatican Bank had many shares. P2 has been involved in Gladio's strategy of tension - Gladio was the name of the secret "stay-behind" NATO paramilitary organizations. Between 1965 and 1981, it tried to condition the Italian political process through the penetration of persons of confidence to the inside of the magistracy, the Parliament, the army and the press. Beside Italy, P2 was also active in Uruguay, Brazil and especially in Argentina's "Dirty War".

Kort na de Tweede Wereldoorlog werd in het diepste geheim een clandestiene organisatie opgericht die bij een nieuwe bezetting van Nederland het binnenlands verzet moest gaan organiseren. Operatiën & Inlichtingen beschikte over een netwerk van agenten - vaak gewone burgers die een onopvallend bestaan leidden - die op 'het uur U' in actie moesten komen. Ze waren goed getraind en beschikten over enorme voorraden wapens en explosieven die verborgen lagen in ondergrondse opslagplaatsen. De meeste West-Europese landen beschikten over dit soort stay behind-organisaties, die zó geheim waren dat zelfs ministers van Defensie niet altijd op de hoogte waren van het bestaan ervan. In Italië ontwikkelde de organisatie zich tot een staat binnen de staat. Leden van het Italiaanse Gladio (zwaard) raakten betrokken bij rechts-extremistische complotten om de regering omver te werpen. Explosieven uit geheime opslagplaatsen werden gebruikt bij aanslagen om politiek links in discrediet te brengen. Hoe verging het Operatiën & Inlichtingen in Nederland? In 1992 werd de stay behind-organisatie opgeheven toen inmiddels wel duidelijk was dat de Russen niet meer zouden komen. Reporter sprak met een groot aantal oud-agenten over de opkomst en ondergang van O & I en ontdekte dat de organisatie - vijftien jaar na de opheffing - nog niet helemaal van de aardbodem is verdwenen.
